There are several reasons why someone would hire immigrants over Citizens:
1) They want to. For businesses owners who are immigrants from another Country, they may wish to hire someone they are related to, friends with, or just someone who speaks their language fluently.
2) They are looking to save on costs. This may be because of need (they can't afford to pay better), or greed (they don't want to pay better). We've seen examples here in the forums of people who were being given fake paychecks to meet minimums.
3) They can't find a Canadian due to skill requirements. These are the ones where they want immigrants.
There are cases where they "can't" find a Canadian because they are looking to pay only a fraction of what it would take. Canada does not want these jobs filled, even if it causes businesses to go bankrupt. Part of the problem is that (in the service industry, for example), the competition is paying low wages, so the companies make less profit, so they can't pay as much. Bringing in more immigrants makes the problem worse, and they instead want to drive up the prices to the point where businesses can charge enough to pay fair wages.
