In India, one can get the PCC from PSK. PCC does not mention address, and it is a valid/recognised document. I don't think Varun got it done from PSK.

What is the criteria of a valid pcc?

Must be dated after you left a country last. My be lesser than 6 months for the country of residence. Country specific info can be obtained from cic website.
