Seriously, I don't understand if VO did not had officers to process application in 2021, when why did they kept sending invites in huge number from May to July. It is surprising they realized in september when it is 1.8 million applications.

Whether the processing time is 6 or 9 or 12 months, what is the matter? They can apply for bridge work permits and just wait without worrying.
But now there are no CEC draws and their work permits expired, they have to quit their jobs and leave Canada, fina a job in their own country. Their employers in Canada have to hire new employees to fill the positions.
Then after a few months or a year they are invited, they need to quit their jobs in their own country and come to Canada and find a new job here.
Everyone is hurt in this back and forth.
Completely agree. Logic of processing time does not make sense at all. Compare the process of US green card, people do not mind waiting 10 years to get GC, because they know if H1B is near to expire and they will soon Kicked out, they change the company.
