I have a question on my score would reduce to 481 in the next month because of age increase. Would i have to decline the application in that case? Please advise.

No, once you get ITA your birthday is of no consequence. You're safe

are you absolutely sure the lock in for points is the ITA? Link? I thought you had to qualify on the day you submit your application in response to ITA but am prepared to be wrong. In any case, I would try my hardest to submit app before birthday. Congrats and good luck.
