EE CEC refusal after long wait. Need some answers for next step.

Hi everyone.
My timeline is:
ITA April 3, 2019
AOR April 24, 2019
Medical passed June 4, 2019
ADR June 11, 2019
Having a child in Canada, raised webform to add spouse Sept 27, 2019
Ordered GCMS notes, eligibity passed November 22, 2019

Submitted all spouse's document and paid sponsor fee Dec 11, 2019
Refusal Jan 29, 2019

The reason for refusal was I did not provide LOE for one of work experience. I only submitted T4 because employment was not ended in good term, so I was afraid to ask for LOE.
I called CIC on Jan 30 at 8am and asked for reconsideration. Agent told me to get the missing document and submit it as soon as possible. In the mean time, he sent a request for reconsideration. I got another refusal from my VO in 3 hours, 11am, said that there is no sufficient reasons to reopen my case. I was a bit shock for fast lighting response after 9 months of waiting. I got the missing LOE and submitted it with letter of explaination to ask for reconsideration at 5pm. I called next day Jan, 31. Agent told me she did not see my submission yet, it might take 24 hours to appear in the system. She suggested me to wait for response. I have been waiting for 2 weeks.
At this point, I start new application but my point is low, 421, because i have spouse and my age turn 30, I guess. I am on open work permit valids til Oct 2020.
So I have some questions:
1/ My current employer is willing to do LMIA for me. How can he apply for LMIA to support my express entry? And how long does it approx take?
2/ Can I ask for refund on sponsor fee for my spouse? Because my application was refused.
3/ Would I get response from second request for reconsideration in 30 days?

1) It typically takes 4-6 months to get an LMIA. However we have seen some processed sooner.
2) You can only get a refund on the RPRF fee.
3) I haven't heard of this. But anything is possible.

Hi, I am really sorry to hear what happen to you after such a long wait.

What I don't understand, why you notes say Eligibility pass when they had a concern about that work experience.
I am waiting for 8mths now (AOR June 12th) and my notes said Eligibility recommended pass, so this concerns me .
I really hope they reconsider your application.

I really hope they reconsider your application.
My file was transferred to Vancouver office. VO there rejected me. VO in edmonton and ottawa tolerated for my omitted document... I tried to pose picture of my gcms note but seems not working.

My file was transferred to Vancouver office. VO there rejected me. VO in edmonton and ottawa tolerated for my omitted document... I tried to pose a picture of my gcms note but seems not working.
Wow, guess you really can't tell, until they get that interview request or PPR.
Are you trying to see if you can reconsideration? Can you try PNP programs, you don't want your to permit expire and the CRS seems to staying at 470 to 472

Yes, I sent them missing LOE along with explaination letter, but i dont put high hope in that. I am trying to get LMIA to claim 50 point, so my score would be 471. Their info for LMIA is too difficult to understand for my employer as he s busy man...

Yes, I sent them missing LOE along with explaination letter, but i dont put high hope in that. I am trying to get LMIA to claim 50 point, so my score would be 471. Their info for LMIA is too difficult to understand for my employer as he s busy man...
I know nothing about the LMIA process either, you might have to get consultant help you with that
