EE application says INELIGIBLE after the eligibility check says I AM ELIGIBLE

My EE application says I am ineligible after fulfilling all the requirements:apply for FSW.
Age:35
Work Experience:6yrs plus in NOC 9232
Marital status: married
Family:4
Funds availablever $32
Language: IELTS overall 8
Speaking 7.5, reading 9 writing 8 listening7.5
Education: highest is a masters. Have ECA for this.
Wife's IELTS: overall 7.5 she has ECA too for her Bachelors
Have applied for QSWP still waiting for result.

What could I be doing wrong?

If you intend to settle in Quebec, you cannot use the EE process, you have to use the Quebec-specific process -
