There should be more than 7000 people above 450 in the EE pool now. OINP EE quota is only around 2700. So CRS cuttoff may be raised and other additional criteria may be added.

(7000 people above 450 is my assumption since cuttoffs have remained above 480 for the past 6 months)
How do you make such assumptions? Based on what?

If you see the ITA's Issued in 2016 so far including September 7 draw, than they have issued 19,292 ITA's so far for 2016. Please note that Issuing ITA Doesn't mean they will be granted PR for sure. they past year Annual reports which stats that even through ITA were issued not all of them got there PR, there are cases where post ITA Profiles have been found Ineligible, withdrawn or something.

Profiles submitted to the Express Entry Pool as of January 3rd, 2016
Profiles submitted 191,279
Not eligible: 88,048
Pending: 1,303
Profiles in the pool as of January 3rd, 2016
Active candidates: 60,042
Invitation to apply outstanding: 3,895
Profiles no longer in the pool as of January 3rd, 2016
Expired: 2,656
Profile withdrawn from the pool: 13,684
Applications submitted for processing: 21,651

So, if they want to meet the targets and not add another year into their backlog, they will definitely reduce the points. Proof of the same can be taken from Minister Speech, September Draw and below Mentioned Data.

Canada will welcome between 280,000 and 305,000 (target 300,000) new permanent residents in 2016

so there are 117.000/2 = 60,000 ITAs approximately

19,000+ ITAs were given in 2016 till now and most of them (hopefully) will get PR in 2016

September, October, November and December 2015 applicants most likely to get PR in 2016.
12,000 ITAs were given during those months.

It means that 31,000 ITAs have been already given and we have 29,000 ITAs left.
Its 2,400 a month >1200 - 1300 per round

If they are going to continue with 750 invitations per round, they will have to increase the number to 1300 per round in September-December 2016.

So, Concluding this, 160,000 quota - 95,000 back log - 28,000 people of 14,000 ITAs given in 2016 =35,000 places left which is 17,000 ITA. Only way to do this is to reduce the points and if Main Express Entry Reduce the Points that OINP will never increase the points as that will dilute their immigration plans. Moreover, there are no data which states that they are planning to increase the Points, It has been steady since the inception of EE System.

have more doubts? Feel free to ask.

Before March 2016, CRS cuttoff scores were in the 450 - 460 range. And number of ITAs were 1500.

After March 2016, cuttoffs increased to 480+ and ITAs issued are 750.

So 750 candidates with score between 450 - 480 are added to the pool every 2 weeks.

Number of draws held after cuttoffs went up - 10

So number of candidates in the pool with score between 450 and 480 = 750 x 10 = 7500

i thinks this look logical enough, although there are chances that next cutoff may drop up to 480(this is only my personal feeling ). After this , the situation will become a bit clear. till then , let's keep discussing :D :D...

It also includes people with Job Offer & PNP nominations. That is the reason why they are getting people with this range. Point to be noted here is, those with Job Offer or PNP why would they go to OINP? Chances are very slim for those with more than 470 or 480 plus Points without Job Offer or PNP Nominations.

The Only Reason OINP will Increase the point table, would be due to high volume & option available with more than 450+ candidates. That too with the time-frame OINP will take to issue the Nominations. People usually will get selected in main stream it self while waiting for OINP to Issue the nomination. Thus, there are multiple factors that will affect the decision of OINP. Let's not guess & wait for any official hint or new been posted by state itself

If one has already applied, the changes will not apply to them even if the changes are announced. It will only affect applicants who have not applied to the program prior to the announcement.
Bro , are you suggesting that, even if OINP increase the cut-off to 450, it will not affect to the people who created the profile earlier to the change in policy?

Kindly shade some light on it bro!

Thanks

There are multiple factors to be considered here.

1) As of now the OINP points are 400 Minimum, there are no announcement or news of the same that they are going to change that.
2) CRS points are getting down, while maintaining stand around 460 - 480 in past couple of months. increasing OINP points to the same level, sub-value their needs.
3) OINP is not the only state offering the PNP, if the points are high and occupations are in demand, there are plenty others offer the perks with lower waiting time, they can't afford to be in this state of situation.
4) It's September, 3 months to go to end 2016, while targets of IRCC is far from achieving, I am sure that new draws will see significant drop in the points as the can't afford low level of migration specially when their citizens are aging.

Yet, we can not say anything for sure, Lets hope for the best. I am in favor of thinking that Points will be reduced than increased in effect of overall; CRS points decreasing.

Depending on how you read the figures, IRCC may be right on target with their plan: http://www.cic.gc.ca/english/department/media/notices/2016-03-08.asp

The first row, Federal Economic—High Skilled, relates to Express Entry volumes (FSW, FST, CEC, but not PNP) - a target of 58,400. The footnote for this says only half will come from Express Entry (the other half presumably from the pre-Express entry pot) thus leaving ~29,200. With 19,292 invites sent this year, that leaves ~10,000, and 8 draws. (4x1000, and 4x1500, for example). Thus, from this perspective, IRCC are on target.

Personally I hope I'm wrong and someone can analyse the data from a different perspective, but that's my reading of the data at least. Next year may very well be different as the refugee volumes may be redistributed partly to EE, and the pre-EE backlog may also be cleared.

You may want to check the Application Guide for PNP in British Colombia and their Eligibility criteria.

It depends on how old are you now. As i remember if you are under 29, will be the same as now.
