So if the EE profile says 1 day left, is that not true? I only used the countdown on the CiC page as my timer for submission deadline. Could the PDF be a misprint?

Within "View my submitted applications or profiles", click on "Check status and messages" under Action. Scroll all the way down and you should see "Application messages" listed. The message with Subject "Invitation to Apply" will contain your deadline date. It is a pdf document.

Yes, I found that, but do you see that I am talking about '1 day left'? am I misinterpreting what it means when it says 1 day left?
 
They should really just show the deadline time stamp on the main page instead of a countdown.! It is misleading in many cases.!!

Thank you for your help. Here is an update, incase anyone comes across a similar situation.
The count down does have day zero. Submission of 17th January at 12:00 AM UTC means 17th January at 7:00PM.

It's Jan 16 at 7PM. You do realize UTC is 5 hours ahead of EST, don't you?

One more thing. you can provide your PCC application together with explanation that you did not receive your PPC yet, because of long waiting time.
With that you are able to upload your PCC later once you will get it (usin CSE)

But for the job reference it is a different story. You have to provide proof for all points you are claiming. Lack of that proof will end up in ITA rejection. And they will do that easily (they have more than enough applications).
So if what you are for from your employer is something you cannot substitute with other documents (eg. contract, payment slips, taxation documents....), then you have a problem.
