33. I'm trying to do the self-assessment to immigrate as a Skilled Worker. Back in the USSR I studied for 10 years at secondary school, then 5 years at university and got a diploma. My friend studied for 11 years at school and received a "Specialist's diploma" after 5 years of education at university. What degree are these diplomas equivalent to: master or bachelor? In both cases, your diploma is comparable to a bachelor's degree. You and your friend each studied 14+ years. You can each award yourself 20 points. The same applies to Soviet-era diplomas issued by institutes or universities in the USSR after 4, 5.5 and 6 year programs.

34. Which Soviet-era diplomas are comparable to a Canadian Master's degree?
In the USSR, there were no Master's degrees per se. In the USSR, the International classification of diplomas/degrees was neither recognized nor implemented . All Soviet higher education diplomas, irrespective of the length of the program, are compared to the Canadian Bachelor's degree for immigration assessment purposes. 20 points will be awarded for a Soviet diploma, if you studied at secondary school and then completed a higher education program and the total number of years spent on receiving your diploma is not less than 14 years.

[For those who doubts the level of Soviet diploma:
http://www.citizendia.org/Academic_degree#Russia_and_some_former_USSR_republics says in “Russia and some former USSR republics” topic: “The lowest one is called diploma or specialist, is awarded after 4-7 years of college (university), requires writing a research thesis (usually 50-70 pages) and is roughly equivalent to US master degree.”
But, this link might not be mandatory for the immigration officer. The best way to do is to apply for the official statement at the Ministry of Education of the ex -Soviet Republic. They will approve the degree as a Master’s one. I am going to follow this process very soon and let everyone know on this forum.

Hi all,
"specialist diploma" is a Bachelor, 20points, this is what immigration oficer told during a seminar in Moscow last November. I don't think anything changed.
diapep, even if you did not mark the name of your degree, they'll figure it out from your degree cert copies :)
