My wife is in her final year of uni, so she doesn't quite have her degree yet, but she can get a transcript showing all the courses she's taken. When they ask for her educational documents, is it fine if we just include the university transcript, or will they want her report cards from college and high school as well?

They don't want her report cards, do not submit those, they are just interested to see what is the highest level of education that was achieved by the applicant.
 
if she can get a letter of confirmation of graduation or letter that she has been full time student since xxxx, it should be enough.
yes, no need to send all transcripts.
 
I guess since she hasn't graduated uni, the highest level of education she has achieved would be college, but we can't find her letter of graduation from there. In this case, would it be ok to send in her university transcript?
 
If you can't find her diploma from the College, can you ask the College for an attestation that she graduated, the year, program, length of program? I think that, plus a letter from her university attesting that she's a student, program of study, etc should suffice.

The uni transcript should have all that info. I'll ask her about getting some kind of confirmation letter from her college as well.
