Educational Credential Assessment for WES from Dubai

Hi,

I am undergoing the process of applying for Canadian Permanent Residency through Express Entry from Dubai. Now I have a small problem with my educational certificate attestation in India as I'm currently working in Dubai. Below are my queries;
1) Is there any agency in Dubai or India which assist us in getting our certificates and transcripts attested, signed and stamped by the Controller of Examinations & put in a brown envelop sealed, signed and stamped and send to the WES for assessment.
2) I have done my M.Tech in Bioinformatics from Dr.D.Y.Patil University of Biotechnology and Bioinformatics in Navi Mumbai, India. I have only the passing certificate from there and I havent taken my convocation certificate as yet. For WES Canada do they require the convocation certificate or will the passing certificate be enough.

Kindly reply on the above queries and the state of query is quite urgent.

Lots of agents in india, try google, havent used any personally though

whats the difference?? they would need transcripts also

www.itranscripts.in/ is an agent that you can avail service online. But check their list whether they offer transcript to your university.

Passing certificate works in place of the actual degree. Go for it.

Provisional certificate/ passing certificate is acceptable if the degree is not available.

Hi, I got Russian Degree Certificates, but confused on how to send it as no clear instruction is given in WES. The Apostille is not done by the university, but by another organisation as stated in WES. However the original is with me. Can i submit it directly to WES? The WES gives the below details..

WES:

- For completed study, ask the authorized body of education of the Russian Federation in your region to verify this document by apostille. To view contact information for the authorized body in your region, please click here
- WES returns academic documents submitted to us with an original apostille upon completion of the evaluation.
