Educational Credential Assessment (ECA), How to?

Hi folks,
This is my first post on the forum. I have been coming back to your forum for several months now, every time there is a question about Canada immigration and i do find the answer here.

Educational Credential Assessment (ECA) has been announced to be as a requirement for FSW 2013 thatopens this May.

1. Has the list of organisations to get a ECA been announced by CIC?
If yes, Please share the links

2. What documents(Marksheets, Degree, Diploma, Certificates,...) are required for to get ECA?

3. How this process works for some one out of Canada?

4. What is the time taken for the process.

5. Does educational transcripts just mean the Degree/Diploma/Certificate and High School completion certificate / mark sheets (10th, +2 in India)
Should i collect edu reports from Grade1/1st standard.

6. Should ECA be obtained in advance and sent with FSW application

There are a few agencies, World Education Services (WES) and ICAS. They charge anywhere from 100 to 300 dollars, you can get it done any time, but would be better once CIC announecs it (in case they ask for some specific agency).

I don't understand why they delay in announcing the NOC and ECA agencies. ECA takes about 4 - 6 weeks to be completed. If the number of ECA agenciess are limited, then there will be mad rush and this may cause further delay in receiving the assessment. They start receiving applications from May 4. The delay is going hurt all applicants

I am worried if 4021 - Vocational istructor will be listed or not. I was happy as it was told that it was open to NOC 0,a,b
