I came here canada in 2015.I completed my one post grad diploma in August 2015.I took a 4 months break.Then again in Jan 2016 I took another post graduate diploma.I failed in some courses and then I had to take a 4 months break again as they were not available in fall semester.I took them in winter semester and they failed me in another one course.Now I dont know what should i do.Will I be able to aplly for post grad work permit on the basis of my previous diploma.????

No - you won't. It's too late to apply for a PGWP based on your first diploma. You needed to apply within 90 days of finishing that program.
