Education & Personal History sections IMM 5669 for 2 year old

We are Canadian PR holders who were working in the USA while our daughter was born. We are now back in Canada and trying to sponsor her under Family Class as dependent child, but the Canada Immigration and Citizenship department returned our application saying Schedule A - Background/Declaration IMM 5669 form for Principal Applicant not provided.
When I try to fill this form for my 2 year old, who will be the primary applicant, I do not know how to enter the education history and Personal history. The form will not let me leave it blank.
She has been traveling with us, between cities in USA when we moved for job, Canada, India in the last two years. This makes it really confusing on how to fill the Personal History section as well.
I am seeking help on how to fill this form. Please help.

The language in the document checklist is ambiguous about the IMM 5669 in that it says that "you the principal applicant and other family member 18 or over" leaving the possible interpretation that the PA has to fill it out whatever his or her age. However, the personal history section asks for only activities since age 18 - which obviously doesn't apply, same for addresses. I think they are actually asking for the form in error, but if they don't buy that, just put Not Applicable everywhere.

After my discussion with some members here, I submitted my application with the following. Wanted to post to this thread for future reference of other members.

For Education History - put 0 in all the boxes and in the detail row below it chose dates from DOB to ongoing with NA in most sections
Level of Education: Not Applicable
Field of Study: Not Applicable
Name of School: Not Applicable
Certificate : Not Applicable
and rest details of city, state and country as applicable to you.

For personal history, I created multiple rows, and then I chose Other/traveling when traveling between countries, and listed other/living with parents when living in different cities. everything with occupation/employer as Not Applicable.

After this write a detailed LOE, explaining the choices.

This is fine but I don't think detailed letter of explanation is needed for a two year old, it is rather obvious. If you really want to wrote a letter of explanation, short and factual "we wrote not applicable as the child is two years old."

I did not include a letter of explanation for our child. I might have written student as was in kindergarten.

I have a question related to Generic Application Form IMM0008. While applying for the Dependent Child, did you add all of your family members on the form? even if they are already a Permanent Resident.

There are so many placed it instructed to add ALL family members on the form. But in fact, except for my child, we all are a Permanent Resident. So I am confused about whether to add ourselves to the Generic Application Form IMM0008 or not.

If you're referring to the dependants section, the instructions are quite clear: you must include all those who are not already permanent residents or citizens of Canada.

So in your case, no, only the child who is not a permanent resident goes in that section. (You do disclose who your spouse is in a different section.)

The logic is: this section is for those you are sponsoring to become PRs. Those who are already PRs or citizens cannot be sponsored to become PRs.
