where it says high school is mandatory. they ask post secondary qualifications????????

I'm afraid your question was misread. No high school papers are required. Only post secondary.

Thisvexcert is from London VO guide:

"EDUCATION/TRAINING/QUALIFICATIONS

For you and your spouse or common-law partner: Post-secondary education documents: vocational or technical certificates or diplomas; College or university documents: certification of completion and the graduation degree, diploma, or certificate issued by the college or university and the evaluation committee; Transcripts: original transcripts of all degrees must be submitted in university-sealed envelopes. Professional qualifications certificates: notarized professional qualifications certificates should be submitted if available. (e.g., Engineer, Computer Programmer, Accountant, Economist, Translator/Interpreter, Architect etc.)"

For me i have submitted to prove that i'm more than 15 year education. becuase if you submit the Bechlor degrees only and it is not recongnised by the CHC , so the high school certification will five you the points that you are less than 15 years education.
I did that in my papers . and it is up to you if you dodnt want to submit it.

Thanks

Khebra

Also for Arab meaning , High School ( Secondar School ) is the period before the College

Well, this is difficult. If you can not reach any campus of that university, then write an explanation letter, and get your degree in an envelop to be notarized by public notary.

Let's hope this works.

Please elaborate your query. What I guess ,you mean if the university doesn't exists any more ,how can you get Transcript in sealed envelope .
In this case there are the chances that VO wont consider your degree if its not affiliated to HEC

in 1999 & 2000 there was no concept of Affiliated University in PAKISTAN, when i completed my education that time our institue was approved by the govt but in 2001 or 2002 they introduced the new law about Affiliation to HEC.Hope now you got my point, if any person did his Master in 1994 and now his UNI no more then what to do? if you look on history there was no conecpt of Affliation or accridieted.

Dear Mohammad,

In law, validity is considered based on effective laws published officially then. In many cases, governments change laws that contradict with previous laws, this doesn't deprive whoever obtain a right under that law to have that right denied or deprived.

I believe that if you and others could manage to secure official paper that accredited or even acknowledged that university at that point of time, then, this paper should stand up in court of law.

I hope I made some sense here.

Cheers!
