Education completed by correspondence - Please help

Can someone please help me understand what is meant by the below statement. your advice is highly valued

"Applicants are instructed to indicate that their education was completed by correspondence by typing in brackets {by correspondence} on the same line as the education institution name found in the Education Background Information tab of GCMS. The discretion remains with the officer to decide if a police certificate is required for the country of the education institution."

I really think this is for distance learning, like in a case where you are in your home country but has a degree from a school that is in another country. An online program can be an example. Also, there can be a scenario where you take out a program from another school that has some partnership with your school, in this case, even though you are in your certificate will be from another school and country because the program was completed {by correspondence}.
