Education/Certificate concern...

Hello to all,

I am currently enrolled in a state college, I am pursuing a certificate in restaurant management. Such certificate is awarded after 1 1/2 years. Not 1 nor 2 years.
Now the self assessment test, calls for either, among others, a 1 year certificate with at least 13 years of studies, or 2 year certificate with at lest 13 years of studies.

Which one should I go under
I am a bit confused right now, and I was hoping someone could help me.

Oh, this may sound as a dumb question, but I have been told, there are no dumb questions, only stupid answers, therefore here it goes... Should I apply now, even though I don't have the certificate at hand, or should I wait until I obtain it? :-[

I'm at the one year mark right now, do you think Canada will still have restaurant management by the time I am done?
