You can go for Nova Scotia demand EE category B, which is a without job offer category. This NOC is in their demand list.

You can submit SINP EOI as well.
Alberta Express Entry is also an option, sometimes they call without Job offer and adaptability candidates as well.

With Alberta EE I read that it's passive and the province automatically selects your profile if they are interested.
With SINP, as you said 1123 was never invited and the recent draws have a threshold of min. 68 points and sometimes 65 points.
So keeping an eye on NSNP Category B and expecting from Alberta EE are the only options left I believe.
