Now what kind of travel document it would be and from where can one obtain it,...is it from nearby Canadian embassy ! Just wondering why he can't re-enter on the visa he already has on the PP, is that visa valid for one time entry only !!

You get it from any canadian embassy, just need to prove them that you are a Canadian PR
Maybe show them ur COPR as proof, once established that you are not in violation of the 730/1035? days , a TD is not hard to get, and often takes 1 to 2 weeks to obtain
