Please explain.

What words or which part of that sentence are you having difficulty understanding?

I like to assume that this notice means that my sponsor has been approved for sponsorship and that I will receive a final decision soon...

yes, that's what that means. when you submitted your application, you would have chosen your preferred method of contact - so if you chose mail, your sponsor will receive a letter in the mail, and if you chose email, your sponsor will receive an email saying whether they were approved or denied. it sometimes takes a few days for email and a week or more for a letter. fingers crossed for you!
