ECAS - In process, but no AoR? Link to GCKEY?

Ad the title says i'm yet to receive the AoR, but ECAS indicates that the application is in process. Is this normal? Am I now able to link to GCKEY as well?

I am the same situation, would love to know if you got official AOR.

I can not link in GCKEY (do not have a represenative, and have UCI as PA has Canada TRvisa.

Whatever anyone knows about this would be greatly appreciated.
