Guys, my wife has a Ph.D in Engineering. She did her master's and Ph.D degrees at the same university which we can request for a sealed envelop for the sake of ECA. However, she did her bachelor in a different university and the university is closed down nowadays due to war. How can I do ECA to prove that she has a Ph.D when I cannot get a copy of her bachelor's certificate due to the aforementioned issue?

I would be really thankful if anyone could help me

I think having EA for PhD alone is enough right? How did you proceed
