ECA Required only for the post Secondary Education?

Dear all:

I have already started my credentials evaluation process through IQAS, for three of my University degrees. However, I have not considered doing that for my secondary education thinking that to be not necessary. However, at the CIC website they say, you need to do ECA for all completed levels of education. Have I then made a mistake by not doing ECA for secondary education? Any guidance please? Thanks
