ECA related doubts

Hi,
I am looking for Canadian Visa. I am thinking to get ECA done. I have following doubts :
1) I have B.E (IT) from UK university. I completed my degree from a college affiliated in India to this university. So who will initiate the ECA, university in London or my college in India.
2) If i am B.E do i need to send my 12th and 10th marksheet as well to agencies for assesment.

Also I am not sure whether university will sent documents to me or to CIC. What should i communicate to university. Or can i send the color photocopy documents to agency doing ECA by myself ?

These may sound silly question but since I am new I would like more information.

It's very simple as far as WES is concerned.

You need to get transcript in sealed envelope from your university or college, if they have that option to mail to WES directly is well n good else you can take it from them and send this to WES along with the rest of the docs listed on WES website. I don't remember exactly what else you need to send I think you need to send like class 10th, 12th Marks Sheets, Graduation all year marks sheet + Grad Transcript in sealed envelop received from your University.

Dear Sir/Madam
I am from Bangladesh. I need educational assessment as to Cotract with WES. But the problem is to send fees. From Bangladesh there is no Bank possessing Bank draft for Canadian Dollar except Janata Bank. They will issue the money to a Bank in Quebek and WES will collect the money.
But I dont know they will maintain this procedure. I visited their web page and of problem found for fees sending from overseas.
Also I have no master card or visa card. So what do I do now?
