I've already written to university copying all the concern SPOCs, but did not hear anything even after 7 emails. They do have a option to get the transcript at your address in India on their website by paying Rs.100
SOLUTION: Get the transcript from university, and send them from the same courier services via which you received but put university name in "From" section on the envelope inside the big envelope that you have received. You'll get transcript in one big envelope, so take out the small envelope (that does not have anything written in "To" section) put WES address and send it to WES. My MBA college said, its ok to do so, as WES will going to come back to university and will verify if the transcript are genuine. They do not verify if they are send by college or individual, they just verify if these are legit.
Actions, get reference number from WES and upload the ECA requesting from on UPTU (aka AKTU) website. Order only 1 set of transcript as you university will going to put ECA requesting form only in one envelope.
