Folks,
I have sent this to the Minister of Immigration, Mr. Alexander and also the Shadow Minister in the opposition. I am sure there will be other accords and/or agreements in place for other occupations and as such I am not sure what the assessments obtain other than costs to applicants and income for some organizations.

Dear Mr. Alexander,
Trust this message finds you and your studious staff well.
I have just reviewed the points criterion for the Federal Skilled Worker category under the Express Entry program and wanted to bring your attention to something which I consider unjust and/or unnecessary for some applicants.
I see that potential candidates under this program are only allocated points for their qualifications if they have had their foreign credentials assessed in Canada. For some professionals, like engineers for example from certain countries, there have been long-standing accords that have recognized university degrees for equivalency. For engineers like me there is the "Washington Accord" which recognizes degrees from Australia, NZ, Canada, USA, Singapore, etc as equivalent. (see: http://www.ieagreements.org/Washington-Accord/)
In such cases having one to have their degrees assessed seems a moot point as the relevant authoritative body in Canada has already done this. Also, having a potential candidate undergo an assessment so that they can gain more points seems a bit unfair and it also adds additional costs to applicants.
I wonder what your take is on this.
Best regards
