ECA for pharmcists

Hi,
I am pharmacists from Pakistan with 3 years of work experience. I want to apply for Immigration to Canada. I have some questions. Answering them would be a Great help
1 Only PEBC can evaluate Pharm-d or wes can also evaluate?
2 For immigration. it is necessary to give exam from PEBC or i only need to get just evaluation solely and take out my further immigration process?
3 What evaluation PEBC will give to 5 years degree i.e Pharm-D ? Equivalent to Masters or graduation?
