WES no need direct shipment from the university. You can collect official transcripts in sealed envelope from trendstranscripts and courier the same sealed envelope to WES, the WES will accept.

WES need officials transcripts in proper sealed and signed envelope by the university signing authority. My friend sent the transcripts from them-self. Better speak with trendstranscripts team once, they will help you. Contact number of trendstranscripts is 7406177773.

They have online service but some time they will not respond properly and they will send the transcripts through India speed post. You can apply through online also but you will not get update properly. That's the reason, so many people are using transcripts service provider.
