Apparently starting in 2015 the Canadian Experience Class applicants will have to compete to get Permanent Residence by getting as many points as possible.

I learned about it just a couple of weeks ago and was shocked.

Now my plan is to bump up my points count by getting an Educational Credential Assessment report because I have a non-Canadian diploma for a program which is 5 years.
I need to get it ASAP since I have less than a year left before I get one year of full time employment.

I am in Ontario and the CIC lists these 3 agencies that seem more convenient to me:

UoT : http://www.learn.utoronto.ca/ces
ICAS: http://www.icascanada.ca/fsw
WES : http://www.wes.org/fswp

Question 1: Which designated organization for ECAs would you recommend?
Question 2: Is any of them does it faster?
Question 3: How long did it take you to get your ECA report in reality?
Question 4: Am I right that I can get 119 points for my second (non-Canadian) diploma which is in a program of 3 or more years? (According to this: http://www.cic.gc.ca/english/express-entry/grid-crs.asp)

Thank you very much!

WES is the best and has the fastest processing time.
