ECA Basics - Engineering Degree from VTU, Karnataka

Hello Guys,

I'm a new aspirant. I'm grateful to the forum owners and all valuable members.

My IELTS is scheduled on 8th April and I wish to get my ECA done in the meantime.
I have an Engineering Degree from VTU, Karnataka (India). The ClearTranscripts website doesn't support VTU (and they refused to provide a reason).

I'm to send my Transcript to WES and the following is my plan:

• Apply online on the University Website and get the Sealed Transcript Delivered to my Address First. I'll request the Registrar to Seal the Envelope as prescribed by WES (hope he entertains the request).
• Add a copy of Certificate (plain unattested xerox) and put them both in another envelope and despatch it to WES.

Is the above process fine?

My mum got my transcripts from my university and my mother in law did it for my wife. The originals were with us in the UK. We couriered the original marksheets to them in India. They took photocopies and went to the university to get them attested by the registrar and got the sealed envelope. They put the sealed envelope and originals in a larger envelope and sent it back to us in the UK. We kept the originals and added the copy of the degree certificate which we had with us. We sent it all in another envelope. We basically put the university envelope in another envelope.

Thanks for the response. I can ask my university to mail the transcript to my address, as paying it a visit is time consuming as it is located far in South India and I reside in North-Eastern India. My only concern is, what if the envelope isn't "signed"on the flap by the Registrar? Will WES accept that?

I have applied for my transcripts through postal mail and for the benefit of other people who intend to do the same, the following is the letter to the Registrar requesting for special instructions:

Visvesvaraya Technological University,
Belgaum, Karnataka – 590 018

Respected Sir,
Subject: Sealing and Signing on the Official Transcript Envelope

Please find enclosed my application for request of official transcript with the required fees and copies of my university documents.
The official transcript is to be sent to World Education Services (WES) – Canada, for International Evaluation and Accreditation, and requires special instructions. Therefore, the following is requested:
1. The Envelope containing the Official Transcript may kindly be sealed and stamped.
2. The flap of the envelope may kindly be signed by the Registrar/Evaluation Officer.
A sample of the special requirements for WES is enclosed for you reference.

There has been no response from the University even after a month of my postal application, and online fee payment. Sunday, I'm booking my flight to Goa, and a bus to Belgaum, since my IELTS is out and my CRS looks promising (408 anticipated based on positive ECA).

Some questions:

• I'll be in the University, and hence can request the Registrar/Evaluator to put seal and signature on the flap as required by WES
• What address should I put on the sealed transcript envelope? WES Canada or my address?
• I need to send a copy of my Degree Certificate too, so can I combine it with the sealed transcript envelope and mail myself? Or do I send them separately?
• Any other thing I must be careful about, since I won't afford the time to visit the University again.

I got my transcript in a sealed envelope and signed on the flap by the registrar. Only my name and seat number is printed on the envelope. I'm planning to put this into another envelope along with a copy (b&w) of my degree certificate and post it via FedEx. I'll put my address in the "from" field. Is this approach fine? Guys, please advice, I hope WES will accept in this form.

Your plan seems sound. It is important to have sealed transcripts if it is you sending it to WES.

@rohanr, thanks for the response. I've already sent the same via FedEx, and it reached Dubai. I got the sealed & signed envelope containing the transcript, combined it with a copy of my Degree Certificate and sent it myself. Fingers crossed!!

Another helpful info for others, about payment to WES. My international Debit Card didn't work, so I paid through Entropay Virtual Credit Card. It works!!

Hi,

To answer your queries:

1. WES accepts only sealed and attested transcripts from the registrar.
2. WES also needs all your marks card copy Sealed and signed from the registrar.

The fee for transcripts, 250/-(First copy) and 150/- for additional ones.

There is fee of 175/- INR for getting the marks card attested.

You need both these documents to be sent to WES for ECA.

No, it doesn't make sense. With transcript already available, sending copies of marks cards would be redundant. A plain copy of Degree Certificate is required in addition to transcript. That's all!!

Yes it doesn't makes sense. But I have read it in a forum that WES also needs marks cards attested and in a sealed envelope apart from official transcript.
