Yes, you can. But mention your DOB, place of birth, full name and passport number in addition to unique id number. Better to mention thee details in the subject line as well as in the email body.

I believe you should request file transfer at receiving next communication from CIC, asking for file transfer at this time does not trigger any action in my opinion. This way your issue of missing file number is also solved.

I hope this makes sense.
