Any idea how long it takes for the PPR mail to arrive once the application is at the Ottawa Visa Office.

Call CIC center, sent them emails.

Is there any other number to call CIC Internationally,

It would be better if you email the Ottawa office explaining your condition along with the date mentioned in your paper.
Send a Cc to local Delhi office also.
Mail them daily.
Try calling someone in Delhi office. They have a Helpdesk number for such emergencies.

Don't worry , you will get a positive reply and a solution in a couple of days.

Emails never help. In my case I sent them 2 emails.... No reply!!!!!!!

Try calling them on phone.
Hope they will pick up. If not in India then surely in Canada.
Someone has posted the canada number also.
