I received ITA today. I have an important question.

I have a valid work permit.

I will be out Canada until January 5th that is over my deadline for applying PR. My deadline for applying PR is December 31, 2016.

I have a plan to visit my home country to collect all my documents and spend time with my family for new year.

1. Can my representative submit my PR application as CEC inland while I am out of Canada and then later, I can re-enter to Canada?

2. should I return to Canada before the deadline and then apply for PR?

As long as you still have a residential address in Canada that you are going to return to, you do not need to notify CIC of a change in address. Your application would be treated as CEC inland.

Re-entering Canada depends on your existing visa and work permit, and doesn't have anything to do with the ITA.
If I don't return to Canada until the PR is approved, is it ok? Thanks

Sure, but then you have to notify CIC of a change in address. Otherwise they will send your COPR to your Canadian address, where it is of no use to you.
I see the problem, if I can't return to Canada, then I can't send my passport with COPR to visa office inside Canada for the PR visa (my country is not visa-exempt).

Thanks
