Do you meet the hour requirements? It says "Full-time work means at least 30 hours of paid work per week." Considering one year has 52 weeks, 52*30 = 1560 hours.

Paid or unpaid leave? Paid leave would be ok, unpaid not.

not eligible, you should be working 52 weeks

(with paid vacations and min of 30hrs per week)

Correct. Off time has to be paid.
