Durham College May 2020 Intake - Refund after accepting offer?

Hey everyone.
Got an offer from DC and now in the process of applying for Study Permit which requires to pay for the college. My question is how much refund i'll get if want to transfer to another college/university (i'm waiting for others) BEFORE i come to Canada?
I've read the DC refund policy and it only states refund policy for transfer AFTER i come to Canada and nothing about refund if get an offer from other university after paying my DC fees while still in India.

The policy you linked (and said you read) says that if you get a study permit, you must go to Durham College in person to sign a withdrawal application. Otherwise, you are only eligible to apply for withdrawal if you have been refused a permit.

Students who have landed in Canada and have a valid Canadian study permit and wish to withdraw from Durham College for any reason including transferring to another college or returning home, must book an in-person appointment with the International Office to complete and sign an official withdrawal form to be eligible for any refund. To book an appointment, email: intlfinance@durhamcollege.ca. If a student arrives to withdraw without a booked appointment, they may need to return at a different time or on a different day, depending on the schedule of staff.

You will also need to prove your other acceptance and payment of another deposit.

But this is about students who have landed in Canada already and not about students who haven't. Like in case of deferrals they have a separate before and after policy.
