I want to know, if creating EE profile is all we need to do for getting an NOI ?
or there is anything else we need to do to highlight our profile for PNP consideration ?
Secondly is this also true for all the provinces, that all we need to do is to create an EE profile and then wait and hope for an NOI based on our score and NOC requirements ??

Well it is true, if your skill set, background matches with a Province in-demand NOC/occupation you can expect NOI. Also each province has different rules and criteria, some provinces require a job offer and some require strong connections to the province. There is not much you can do other than uploading your true and valid details/information.
