Dubai PCC

I got medical request and PCC reqest for Dubai(U.A.E). Medical request has been done, but for PCC request for Dubai is still in progress.
Actually the online application has been filled and Fingerprints has been done as well. but the online portal is not accepting payment.I sent email to Dubai police they advised that if you have any friend or relation in Dubai please ask them to make payment on behalf of you. Today is last day of PCC submission to embassy. My concerns are following:
1) should i notify to embassy about the situation because today is last day of submission
2) after making payment how long it can take to get the PCC from Dubai.
