DUAL INTENT OR NOT

My friend wants to visit canada on vacation mid 2013. His challenge here is that sometime in 2008, he applied for the FSWP but his application was returned on grounds that his profession had been removed from the list of eligible professions.

Now he wants to apply for a TRV for a 10 day vacation Q1 2013, can this be treated as having dual intention since the previous application had been closed. He is a 38 yr old single male, has over 30,000 CAD in acct, has properties in his home country (Nigeria), has a good travel history .( Visited Paris- France twice within last 2yrs, Manchester- UK, Amsterdam-Netherlands).

What are his chances of getting the visa approved.

No - he's definitely not dual intent. Dual intent would only work if he had an active application in progress.

Hard to say what his chances are of approval. He should include as much information as possible that demonstrates he has strong ties to his home country and will return at the end of his trip.
