Dual Intent - Family Class Sponsorship / Visitor visa - Denial reason?

Hello

I just came back from the Embassy
I have applied for a Visitor Visa while my permanent residence visa is still waiting for processing under Family Class Sponsorship.

Please note this wasn't my first try. I had previously applied for a visitor visa while I was still waiting for the Sponsor Approval. It was denied with many reasons: they didn't believe I would leave Canada because of: Family ties in Canada and country of residence; Employment situation (I am under determined contract at work); my personal assets and financial status; insufficient funds; my host's income. Other reasons included were: The officer was not convinced about my dual intent and he did not believe it would apply in my case

Well this time my permanent residence application is already at the visa office (it was transferred in June). According to processing times I still have 3-4 months until they will look over it. I sent financial proof, assets for both me and my host. I have received a new refusal with the only reason being:

"Please await the completion of your Family Class Sponsorship application for permanent residence to Canada"

Does anyone have the slightest idea why they made up a reason when nothing else applied this time? I'm really confused, how does Dual Intent work if they say "no, wait for the other application"?

Please if anyone knows or has an idea about this reason, tell me...

Coz they are afraid that if PR is refused, you might never leave Canada if you enter on visit visa

Is this spousal? then yes, its kinda tough to get visit visa while PR in progress

Then why didn't they put that as a reason as all of the other times?

I think it's unusual to receive the refusal wording you got (i.e. "Please await the completion of your Family Class Sponsorship application for permanent residence to Canada").

I think the officer was trying to be nice / helpful. Rather than just giving you the standard reason for refusal that you've received before (family ties, etc.), the officer effectively said the same thing but in a nicer / different way.
