Drop down menu

Is the dropdown menu for province/state not working for anyone?.I was filling out imm5709e before, came back to finish it, and ON was changed to 06 and all of the provinces was changed to numbers.Then I redownload the form and I cant even make an option .What's going on? My original form validated but should I send it in??
