Hi, i am a student i am on applied status (I finished my credits and applied for a work permit). can I drive a car in Canada with an Indian license?

No.

You can only drive on a non-Canadian license for your first 90 days in Canada. After that you have to convert to a Canadian license. Your status doesn't matter. What matters is how long you've been in Canada.

In your situation, you need to convert to a Canadian license to be allowed to drive. You were only allowed to drive on your Indian license for the first three months after you entered Canada as a student.

In British Columbia you can drive as long as your study permit is valid and 90days after finishing your studies. Lets say you have 4years SP validity and you are actively studying, then you can use your Foreign DL until end of your study, but you need insurance licence from ICBC

It's the same in Quebec also, you can drive with a valid license issued by your country of origin for the duration of your studies.
