Driver licence Cancellation

If someone doesn't want to maintain residential ties with Canada and moving to find a job outside Canada, does driver license needs to be surrender or no? I know OHIP, Credit Card needs to be canceled. The Person was living on rental apartments, no Home owned. Status is a Canadian Citizen.
Someone told me that Driver license is not a liability, it is privilege so don't need to be canceled. Can someone explain?

Nothing to do with liability or privilege. A Canadian DL is considered a secondary tie by CRA.
 
Curious whether you are moving because of the difficulty in becoming a physician in Canada?
