Justification is there if they want to keep the CEC applicants in Canada for people who’s work permits are expiring that way people can file for BOWP and he said somewhere that he doesn’t want to loose people who are already in Canada so this would be in Canada’s interest, otherwise people may have to leave
I hear you, but I think they are trying to create a new permanent TR to PR program to address that . Hopefully something will work out for us one way or the other.
