Draft has been cashed by Canadain office

can anyone tell me that when Demand draft is cashed from Draft, does it mean they have approved initaily?
this is my friend case, his draft has been cashed but he has not got even AOR till now, what does it mean?

When they open the packet they check whether the application is complete or not and then put the draft in bank so that it can be cashed. If the case is rejected then they refund the money in 4 - 8 weeks.
