Anyways, Regarding your irst query which is about point system which is the key (requirement) ! I must tell you even if 4 year child submit online eligibility assessment for canada for any consultant agency, he will surely get positive response . Thats quite obvious to attract clients. So thats not a big deal. U have to do these few things by urself rather replying blindly on consultants. To qualify for canada immigration federal skilled program, one has to achieve 67 points.
1) Age :- Maximum 10 points (if age btw 21-49 yrs)
2) Education :- Maximum 25 points ( If bachelor degree, count 20 points, if masters 22 points, if Masters plus 17 years of studies then count full 25 points )
3) IELTS :- Maximum 16 points { 4 points each listening/speaking/writing/Reading }
Speaking :- 6.5 to 9.0 = 4 points, 5.5 to 6.0 = 2 points
Listening :- 7.5 to 9.0 = 4 points 5.0 to 6.0 = 2 points
Reading :- 6.5 to 9.0 = 4 points, 5.0 to 6.0 = 2 points
Writing :- 6.5 to 9.0 = 4 points, 5.5 to 6.0 = 2 points
4) Experience :- Maximum 21 points. { 1 yr ex = 15 points, 2 yr = 17 points, 3 yr = 19 points, 4 yr exp = 21 points)
5) Arranged Employment :- 10 points maximum
6) Adapatability :- 10 points ( if relatives in canada = 5 points, previous studies in canada = 5 points, spouse degree if bachelor 4 points, if master then 5 points, previous work in canada = 5 points, )
With this all above, ask ur cousin to calculate his own points through above description and details, and see if he gets 67 points or not. I would have advised if he had given IELTS before applying to NASC as yet he has not given ielts so not sure what will be his total points, .
