Doubt regarding May 15 rule #important#

First of all here is my timeline
jan 29 - upfront medical
May 5 - filled application
May 7 - BIL
No biometrics given due to closure of vacs in Inida

The ircc website says you have to submit a complete study permit application by May 15. Does the complete study permit application includes biometrics, if not will I receive a decision before my biometrics?

You will not receive a decision nor PPR until you have submitted your biometrics.
