Just short clarification, from your profile I can understand that you have already applied under FSW category. If this is the case, VO may consider you not to be bona-fide student and thus reject your application, cause you have already shown CIC your intentions to migrate to Canada.

I'm not good expert, yet as long as I know, you have less troubles when applying for study permit inside Canada if you are working legally there. You should apply for admission, show sufficient funds, and apply for study permit.

I don't really think so , that VO will grant you a study permit for studying English at College , unless it is a course related to linguistics and therefore is an advanced course.
You already need to have a certain level of skill in English language , otherwise why would they make score of IELTS necessary.
