Context:
I am planning to apply for express entry PR next month. My express entry score as per the score calculator on cic.gc.ca is border line eligible for ITA. I am contemplating applying for Quebec PNP to increase my chances but I would prefer to get selected directly via the Express Entry Program (because Quebec is not my first choice province to move to).

Question:
Can I later decide to not use the Quebec PNP Selection Letter (assuming it gets approved) in my Express Entry (EE) Profile if I get picked for ITA as per my EE profile independently? Or is it considered wrong?
 
Quebec immigration is unrelated to the federal program Express Entry. So getting selected by Quebec would not give you an ITA in the Express Entry program.

Thanks BC4life. I had it totally wrong. Did some more reading and I think understand it better now.

So, is it correct to assume that it is totally ok for someone to apply for both Express Entry and QSWP independently and in case he/she gets picked for both of them (Express Entry and QSWP), he/she can pick one of them and not proceed with the other?

Yes that is correct, I believe in fact this is what most people who qualify for both programs do. You need however to withdraw your interest for one program once you get a nomination from the other.
