Someone I know is eligible for CEC but since they have outstanding balances with their uni, they cant obtain degree diploma.
Is it still possible to go ahead and apply by getting a certificate of completion from their registrar?
 
If this is not from a Canadian Institution, the qualification will need to be certified to Canadian standards. It's dependant on the documentation the institution can provide as to whether the course has been completed.

E.g. World Education Services required a statement of results and copy of Degree Certificate.

The requirements of CEC are a minimum of 12 months Canadian Full Time work experience. Your education will give extra points but the institution does not have to be Canadian.

The degree needs to be awarded in order for the applicant to get points for the degree. The university won't award the degree if there is tuition or fees outstanding. They need to fully pay the balance outstanding. That's really the only option.
