Well, it is not rare. I was waiting since 2007 on my initial FSW application. That application was finally returned to me without processing (as all pre-2008) less than a year ago regardless of me being in Canada over 2 years at that time and countless letters to MP's, CIC and minister's office...
I am pretty sure there are more long going cases - that's what immigration is all about :)

All his posts are in CEC class, so I'm guessing he isn't FSW applicant, but actually CEC. And my other guess is when CIC transferred all the files from Buffalo office to Ottawa his application might have been lost/misplaced, and now was found and the officer must be looking at it again, therefore the email request to update the applicant's current address came in last week. Wow!

If it was me and the expected time passed, I would hammer CIC with emails, letters to MP and calls to anyone and everyone. Probably wouldnt help much, but it would feel good. 8)

feel like road tripping across Canada and pay them a visit at CPP-O haha

I'm about to go into my 10th month. Imagine my feeling when they havent even touched my file. *losing hair with every email*

Sh*t, you could start a movement. Road trip, road trip! haha :D Sometimes I wish I could have joined the federal public service instead of provincial....would have looked up my own status. What we need is an inside man! :P
 
The way I see it, compared to the years some other classes have to wait for PR, one year is chump change.

(But I still wish it were so much faster)
